Construction work has started on the new, purpose built facility for TWI South East Asia (SEA)

Ernie Moskini, Regional Manager for TWI South East Asia, Australia and China, is delighted to announce that construction work has now started on the architecturally designed new building, which will provide state of the art training facilities in a three storey layout for more than 8,000 trainees per year. The new site, which will be more than double the size of the previous building, will also be the head office for TWI's engineering services in SEA. Both the engineering and training services provided in South East Asia have experienced continual growth since the business was established in 1980.

In recent years annual growth rates as high as 30% have been achieved and, as a result the current facility in Kuala Lumpur can no longer accommodate TWI’s needs. As the facility cannot be extended further, a decision was taken in 2011 to move to a new, much larger, purpose built facility.

The building has been designed to provide a gross internal area of ~4,000m2 and the three storey layout as follows:

Ground Floor
  • training reception, administration, examination, certification and accounts
  • display area
  • welding bays
  • x-ray facility
  • pump house for diving tank
  • stores area
  • security lodge.
First Floor
  • training rooms
  • diving tank access, control room and viewing area
  • cafeteria for staff and trainees.
Second Floor
  • training management
  • engineering services
  • meeting rooms
  • expansion space (unfitted).

In addition to meeting all current and identified short/medium term needs, the design also allows for future expansion by the provision of ~400m2 of unfitted space on the second floor.

Linear Vista, a Malaysian based architectural practise with a proven track record, was appointed in early 2012 to lead the facility design. Lessons from TWI’s operations in the region and the knowledge and experience from recent UK facility developments were also incorporated via design input from both local and UK based TWI staff.

Having developed the design to a point at which the facility functionality was clear and a reasonable cost estimate was available, in September 2012 a tender exercise was launched for the award of a design development and build contract. After a two stage selection process and thorough value engineering exercise, the contract was awarded to Changal Jaya Sdn Bhd in April 2013. Following a short mobilisation period, work on site has now begun. Following a construction period of just under one year, facility commissioning is forecast to begin in Spring 2014 with full operational capability available by Summer 2014.
